American Manufacturing, Military Production, Tactical Bags, and Berry Amendment Compliance

Bearse USA’s history is deeply intertwined with the history of American manufacturing. For more than a century, our company has evolved alongside the nation’s industrial growth, wartime production surges, and modern military manufacturing standards. Our legacy reflects the resilience, innovation, and craftsmanship that define Made-in-USA cut-and-sew manufacturing.

In the early years of Bearse USA—then known as Bearse Manufacturing Company—we produced newspaper delivery bags and thin canvas bank bags for the Federal Reserve Bank on LaSalle Street in Chicago. From the beginning, our focus was on durability, functionality, and dependable construction, setting the foundation for decades of high-performance sewn goods.

World War II and the Transformation of American Cut-and-Sew Manufacturing

When the United States entered World War II, American manufacturing underwent one of the most dramatic transformations in history. The wartime industrial mobilization of the 1940s is widely considered one of the most successful production efforts ever undertaken. Through the newly formed War Production Board, civilian factories across the nation were repurposed to support the war effort at unprecedented speed and scale.

Cut-and-sew companies transitioned almost overnight from consumer products to producing military uniforms, parachutes, tents, packs, and battlefield equipment. This shift reshaped not only the sewn-goods industry, but also the long-term trajectory of American manufacturing. For Bearse USA, this moment marked a turning point that would define the company’s identity for generations.

Bearse USA’s Entry Into Tactical and Military Manufacturing

During the war, Bearse Manufacturing Company began producing tactical and military bags, including medical pouches, rucksacks designed to carry battlefield gear, and equipment bags built to protect rocket launcher targeting sights. These were not ordinary products. They required rugged materials, reinforced seams, and precision manufacturing to perform under extreme conditions.

Bearse USA didn’t simply produce tactical gear, we became exceptionally skilled at it. Over time, we earned a reputation as one of the most reliable military and tactical bag manufacturers in the United States. That reputation has persisted for more than 100 years, positioning Bearse USA as a trusted partner for military, defense, and tactical customers.

In 1944, Bearse Manufacturing Company received the prestigious Army-Navy E Award in recognition of outstanding wartime production and contribution to the national defense effort. The company’s founder, Theodore Bearse, said the following upon receiving the award:

“I have absolute confidence that our record will be maintained so that we continue to fly this flag and I base my feelings of confidence on the past record which you have made.”

His confidence proved to be well placed.

Decades of Tactical Bag and MIL-SPEC Manufacturing Expertise

With 84+ years of experience producing tactical bags, Bearse USA has refined its manufacturing processes to meet the demanding requirements of military, law enforcement, first responders, and defense contractors. Tactical and MIL-SPEC sewn goods must withstand heavy loads, harsh environments, repeated stress, and real-world field conditions. Today, we produce 3 mag pouches, MOLLE pouches, medical bags, tactical holsters, gun cases, law enforcement vests, K9 muzzles, K9 vests, packs and more .

Producing high-quality tactical gear requires specialized industrial sewing machine setups, reinforced construction techniques, and strict adherence to technical performance standards. Key elements of our tactical bag manufacturing include:

  • Higher stitch counts per inch to maximize seam strength and durability
  • Precision backtacking at high-stress points to prevent seam failure
  • Extended backtack margins that distribute force across more stitch length
  • Reinforced load-bearing seams to handle sudden impacts or weight shifts
  • Construction techniques designed to maximize long-term durability without compromising material integrity

A longer backtack margin is especially important for tactical customers because it spreads force across more stitches. This is critical for load-bearing points that experience sudden stress when equipment is dropped, lifted quickly, or exposed to battlefield conditions. The result is gear built for performance, safety, and reliability under pressure.

The Berry Amendment and Made-in-USA Military Manufacturing

The industrial surge of World War II also led to one of the most important pieces of U.S. manufacturing legislation: the Berry Amendment. This law requires that many items purchased by U.S. government agencies—particularly military and defense products—be manufactured in the United States, often including the domestically sourced raw materials used to produce them.

The Berry Amendment plays a vital role in protecting American manufacturing capacity, national security, and domestic supply chains. It ensures that critical defense goods are not dependent on foreign sources and helps sustain U.S.-based industrial expertise.

At Bearse USA, we proudly support Berry Amendment–compliant manufacturing. All of our cutting, sewing, and final assembly operations take place in the United States, and we have extensive experience producing Berry-compliant products for military, defense contractors, and government agencies.

Supplier Relationships and Berry-Compliant Material Sourcing

A strong Berry-compliant supply chain depends on long-term, reliable supplier relationships—and this is one of Bearse USA’s most valuable strengths. Compliance doesn’t happen by accident; it requires careful vendor selection, documentation, and trust built over time.

Over decades, we have developed and maintained partnerships with U.S.-based mills, textile manufacturers, webbing producers, hardware suppliers, and component vendors that meet Berry Amendment standards. These long-term relationships allow us to:

  • Source Made-in-USA fabrics, webbing, thread, zippers, hardware, and components
  • Maintain full supply chain traceability and transparency
  • Keep certificates of compliance and domestic origin documentation on file for all Berry-related purchases
  • Reduce production risk through stable, vetted supplier partnerships
  • Respond more effectively to material shortages and lead-time disruptions
  • Provide consistent quality and pricing stability through trusted vendor networks
  • Support American manufacturing jobs and domestic industrial resilience

In an era of global supply chain uncertainty, Bearse USA’s supplier network provides a strategic advantage—ensuring that military and government customers receive reliable, compliant, and domestically produced sewn goods they can depend on.

A Continuing Legacy of American Manufacturing Excellence

Today, Bearse USA carries forward a legacy built on craftsmanship, innovation, and commitment to American manufacturing. From early newspaper bags to modern tactical, MIL-SPEC, and Berry-compliant military products, our company continues to evolve while honoring the standards that shaped our success.

More than 100 years after our founding, Bearse USA remains dedicated to producing durable, high-performance sewn goods that serve military, defense, and industrial customers—while supporting domestic manufacturing, trusted supplier relationships, and the future of Made-in-USA production.
